Sending Money To Loved Ones Should Be Safer: Sending International Money Transfers or Remittances
Here is a brief summary of what's being reported in the news media thus far about the topic:
Customers who send international money transfers will soon be entitled to clearer cost disclosures.
The Consumer Financial Protection Bureau on Friday issued new rules governing remittances, which are often used by immigrants to send money to family back home.
The rules also require companies to disclose any fees, the exchange rate and the amount that will ultimately be paid out to the recipient in local currency. Companies will also be required to investigate disputes and to give customers at least 30 minutes to cancel a transaction.
The rules take effect after one year.
The CFPB, which was created as part of the nation's overhaul of financial regulations, was required by law to issue the rules on remittances by Jan. 21. International money transfers previously had not been subject to federal consumer regulations.
Frustrations with the industry include complaints about hidden costs, missing funds or funds that never arrive at all, according to Ruth Susswein, a spokeswoman for Consumer Action, an advocacy group. She said customers can also face difficulty getting companies to resolve such problems.
The CFPB noted that consumers transfer tens of billions of dollars from the U.S. to foreign countries each year. Richard Cordray, who was appointed as the agency's first director this month, noted that the new rules will help consumers compare prices and hold companies accountable for any errors.
"People sending money to their loved ones in another country should not have to worry about hidden fees," Cordray said.
A Western Union Co. spokesman, Tom Fitzgerald, said the company plans to be compliant with the rules by the effective date. He said the company already provides customers with disclosures on fees, exchange rates and payouts.
"We agree that consumers will benefit if all remittance providers are held to the same requirements," he said.
MoneyGram International Inc. also said in a statement that it gives customers information about fees and rates and responds to complaints in a timely manner. The company said it is reviewing the rules to see if any adjustments will be needed.

"The rules require companies to give a disclosure to a consumer before the consumer pays for a remittance transfer. The disclosure must list:
The exchange rate,
Fees, and
The amount of money to be delivered.
Companies must also provide a receipt or proof of payment that repeats the information in the first disclosure. The receipt must also tell consumers the date when the money will arrive.
Companies must provide the disclosures in English. Sometimes companies must also provide the disclosures in other languages.
Other protections
The rules also require that:
Consumers get 30 minutes (and sometimes more) to cancel a transfer. Consumers can get their money back if they cancel.
Companies must investigate if a consumer reports a problem with a transfer. For certain errors, consumers can get a refund or transfer without charge the money that did not arrive as promised.
Companies that provide remittance transfers are responsible for mistakes made by certain people who work for them.

"I am a 50 year old single mom with a ... year old daughter that just started high school, I work full-time and have been at my job for over 9 years.I have been financially struggling the past several months, no child support. 41-Year-old Cancer Survivor Needs Your Help
" I am a 41 year old construction worker who has always paid his
bills on time, until Jan. of 2009. That was the year I was diagnosed
with Kidney Cancer. I am a hard-working, reliable employee who has not
called in sick in over 8 years. That is to say, gotten up in the
morning, and phoned in, unable to work my shift for the day. I would
need to be on my death bed to do so, and have come very close. I
worked for 3 days, moving equipment weighing 50 lbs,with a collapsed
lung. I finally went to the ER when I knew that the crew would manage
without me, and I was in too much pain to even sleep.
Why? Am I an idiot? perhaps. Is it a good work ethic, or fear of
losing my job? a llittle of both. I have medical insurance through my
employer, but it does not cover utilities, food, gas. I still pay $65
each time I see a Dr.,which was often 5 times or more a month until 5
months ago. It does not cover the full cost of my prescriptions,
either. I earn $40,000 per year, on a salary and am blessed when
compared to most others. However, my crewmates think I am nuts for
insisting that I work my scheduled shifts, planning 3 or 4 DR visits
in a day, to minimize my time off. The fact is, that no-one else is
going to pay my way through life for me. I have always been self-
sufficient.
I have troubled over the decision to seek help for years. Do I
deserve it? I think so, but I don't qualify for many programs. Besides
there are those who are less fortunate, who need them more. Do I feel
sorry for myself? NO WAY! I saw the sun rise today, and will probably
be here to do the same tomorrow. But, as much as it pains me to do so,
I can no longer continue without help. I have an $8,000 loan I HAD to
take out, or Rocky Mountain Health maint. Org. was going to cancel
what little isurance I have. I could not keep up with the co-pays, and
uncovered expenses. I have gone without meds that would have made me
feel better, because they were too expensive ($300 0r more per month).
I cancelled DR visits, in order to cut down on my bills. I gave up
fishing, and most camping trips. I earned extra money cleaning cars at
my home on weekends, or doing online surveys for $4 each. I'm a
fighter, I won't quit, but without the proper care, I won't last long
either. I can't sell my 1994 Ford Ranger-it's my only car. I live in a
mobile home, which is paid for, but I am unable to sell or refinance
due to the economy, and lack of a permanent foundation. Both of these
items are in bad shape. Through it all, I have tried to help out those
who are less fortunate with my time, advice, and non-monetary things.
I need help, to pay off medical bills, and enable me to rebuild my
credit. I tore up all of my cards when I got sick, and signed up for
debt consolodation, which did not help, and made matters worse. I am
now being garnished $600 a month for past credit card and medical
bills, going on the second of what would be 5 years to pay off this
debt.
I figured that if I could reach 10,000 people, who would send me
$1 each, I could get the boost I needed. Call me a bum, or a begger if
you wish. Ignore me if you feel I am undeserving of help. I made my
bed and I must lie in it. Hope does spring eternal, and I am praying
to reach those 10,000 kind souls. I am trying to keep this a secret,
because I will continue to help others. I am afraid that if they knew,
they would no longer seek my assistance feeling I had too much on my
plate as it is. But, as long as I can breathe, and enjoy the sunrise,

Your Help is Needed Here: Find a way to help this family stay in their home
old cancer fighter who has been sick most of her life. I am risking
ridicule from family and friends for going this route, but my fear
overrides my need for popularity.
We have reached a point where, due to lay offs and ungodly amount of
bills we are on the cusp of losing our house, utilities and we are
struggling to keep food in the house. I have just been hired full time
after years of frustrating contract work and things are looking like
they might start to level out. However, it will be weeks before I see
a check and I already have disconnect and termination notices. We are
in desperate need of assistance to make sure we get through the next

Sherri's Sad Stories of Debt, Cell Phone Shut Off, and Inability to Pay Utilities
hardest times I've ever had. As embarrassing as this is for me to do I
don't know where else to turn. I am 3 months pregnant, my child's
father, (my husband) was killed tragically exactly 2 month's ago in a
car accident by a drunk driver. I have no family, I never really knew
my father, he left when I was 2. My mother was my best friend and my
world but she too, was killed in a drunk driving accident as well with
my stepfather in 2002. I am 30 years old and well educated with solid
job history. I know everything will be alright after my baby is born
and I am able to get back on my feet. My concern is as of right now, I
am behind in all of my bills. I have 34 days to come up with my rent
or I am evicted, all utilities are pending disconnection (got some
help from LEAP which bought me a little time), my car payment is two
months past due, My cell phone is shut off. I am going to lose
everything. I am not eating healthy at all for being pregnant. I eat
as much as I can when I can but it's not near enough. I feel starved
non stop. I am very concerned about my baby's health. This is my last

Every Boy Should Have a Puppy - A Project and a Nice Story
one when I was a kid (allergies, parents, etc.), then for a long time
I lived in the city. I know, I know, there are plenty of city dogs and
it’s quite possible to give them wonderful lives, but I just wasn’t
sure my lifestyle would allow for that. Personally, for my ambition
as a dog caretaker, I resolved not to seriously entertain bringing
home a canine companion until I had a fenced yard that he could enjoy
and relax in without being leashed or strictly supervised. Just under
two years ago, I moved into my very first house, with a great big yard
and a nice tall fence. Perfect, right?
Seemingly, yes. At first, the house needed a lot of work. The
previous occupants had kept dogs, but were not terribly responsible
about it. So, there was a lot of rehabbing to be done to floors,
walls, woodwork and carpet. I really wanted to bring a puppy home,
but I had to do it right. Have the infrastructure and resources all in
place, really set us up for success, y’know? The plan was to adopt
near the beginning of summer vacation (I’m a teacher), so we’d have
plenty of time to bond, and train, and acclimate and play and
socialize and... you get the picture. Things were looking good, and
then... I lost my job.
Again, not wanting to leave the door open for failure, Project Puppy
had to be postponed. I have a second (and now a third... and half a
fourth) job, and some savings and other resources, so it’s not like
I’m in real danger of becoming homeless. BUT, taking on additional,
non-elective expenses right now wouldn’t be fiscally responsible.
Unless, of course, I have help; that’s where you come in.
It occurs to me, that oftentimes in the community of dog lovers, that
when someone has a litter or finds a stray or has to move, and looks
to place their pooch in a home rather than abandon them to a shelter,
they reach out to their networks of friends and fellow-dog-lovers. So
often I’ve overheard the phrase, “Ohhh, I’d love to, but...” don’t
have the space/money/time for another dog, the wife/husband/landlord
would kill me, I’ll ask around... I know that many donate generously
to the ASPCA and various rescue organizations, on top of whatever is
spent providing furry friends with toys and treats galore. I thought
that perhaps, some of these dog lovers who have already filled their
own homes to capacity with paws and leashes, might be willing to
contribute to keeping at least one pup out of “the system” and in a
comfortable home; and Project Puppy was born.
If you’ve got the dime, I’ve got the time. The house is in order, the
backyard is all set, I’ve done a fair amount of research and
dogsitting. I’ve got a small network of dog-friends to socialize with
and a reliable de facto sitter if I should ever need to travel out of
town. The last missing piece is the available fundage to provide food,
equipment, vet care, etc. I figure if I can scrape together $1000,
that should be adequate for a years’ worth of normal care. Maybe a
little more, considering the initial outlay of bowls and a leash and a
bed. If you support the cause, and care to throw a dollar or two in
the pot, I’ll squirrel these funds away specifically for this purpose,
and every little bit helps. Like child support, except this child is
kinda hairy and has really harsh breath and I will never ask you for a
paternity test. If you can’t afford to donate, but know someone who
would, maybe you’ll forward them a link so they can come read?
That’s about as far as I’ve thought this web plea through. My owner
taught me not to beg, but I’ve a feeling that if enough people just
read this site, I won’t need to. I’ll keep the site updated with how
close we are to the goal, and hopefully once we succeed, pictures/
