The new rules that are set to start in one year have been in the pipeline for a long time. Consumers who have relatives overseas needed some type of protection when dealing with all these international money transfers. Soon these companies will be subjected to the scrutiny of the federal consumer regulations. At least, somebody will be paying attention the practices of these money transfers. Everyone hopes that the sad stories of lost or vanished funds will stop. The hope is that hidden fees will be stopped for good.

Here is a brief summary of what's being reported in the news media thus far about the topic:

Customers who send international money transfers will soon be entitled to clearer cost disclosures.
The Consumer Financial Protection Bureau on Friday issued new rules governing remittances, which are often used by immigrants to send money to family back home.

The rules also require companies to disclose any fees, the exchange rate and the amount that will ultimately be paid out to the recipient in local currency. Companies will also be required to investigate disputes and to give customers at least 30 minutes to cancel a transaction.

The rules take effect after one year.

The CFPB, which was created as part of the nation's overhaul of financial regulations, was required by law to issue the rules on remittances by Jan. 21. International money transfers previously had not been subject to federal consumer regulations.

Frustrations with the industry include complaints about hidden costs, missing funds or funds that never arrive at all, according to Ruth Susswein, a spokeswoman for Consumer Action, an advocacy group. She said customers can also face difficulty getting companies to resolve such problems.

The CFPB noted that consumers transfer tens of billions of dollars from the U.S. to foreign countries each year. Richard Cordray, who was appointed as the agency's first director this month, noted that the new rules will help consumers compare prices and hold companies accountable for any errors.

"People sending money to their loved ones in another country should not have to worry about hidden fees," Cordray said.

A Western Union Co. spokesman, Tom Fitzgerald, said the company plans to be compliant with the rules by the effective date. He said the company already provides customers with disclosures on fees, exchange rates and payouts.

"We agree that consumers will benefit if all remittance providers are held to the same requirements," he said.

MoneyGram International Inc. also said in a statement that it gives customers information about fees and rates and responds to complaints in a timely manner. The company said it is reviewing the rules to see if any adjustments will be needed.

The Dodd-Frank Wall Street Reform Act as presented by ConsumerFinance.gov/regulations.....

"The rules require companies to give a disclosure to a consumer before the consumer pays for a remittance transfer. The disclosure must list:
The exchange rate,
Fees, and
The amount of money to be delivered.
Companies must also provide a receipt or proof of payment that repeats the information in the first disclosure. The receipt must also tell consumers the date when the money will arrive.
Companies must provide the disclosures in English. Sometimes companies must also provide the disclosures in other languages.
Other protections
The rules also require that:
Consumers get 30 minutes (and sometimes more) to cancel a transfer. Consumers can get their money back if they cancel.
Companies must investigate if a consumer reports a problem with a transfer. For certain errors, consumers can get a refund or transfer without charge the money that did not arrive as promised.
Companies that provide remittance transfers are responsible for mistakes made by certain people who work for them.
Coverage
The rules apply to remittance transfers if they are:
More than $15,
Made by a consumer in the United States, and
Sent to a person or company in a foreign country.
This includes many types of transfers, including wire transfers.
The rules apply to most companies that offer remittance transfers, including:

Please God be our miracle. I am writing this with my heart and soul ripped wide open. There is no way to explain how it feels to have your only child crying and screaming in a full panic attack saying she does not need to live and that there is no hope for us to ever have a chance at having peace and happiness. I will try to explain our situation, but for you to really know our story I would have to write a book. You see at 36 God gave me the greatest gift, my daughter. From the day of her birth, her father became verbally abusive to her and myself. It has just gotten worse and worse for 14 years. He has called her every four letter word every imagined. He has totally destroyed the most loving and caring child I have ever known. He refuses to work more than a few months a year and while I was working we were able to survive. My daughter has disabilities that have only been made worse by the situation we are in. When my mother died, my daughter was 8 and I had to leave my job I had worked at for 15 years, because there was no one else to care for her. Then in August 2008, I took my daughter and moved in with my elderly father. We finally felt happy and yet the man that said he hated us so would not leave us alone. Then on April 1, 2009, our world crumbled. While driving in morning rush hour, I suffered a stroke and somehow with the help of the angels made it to a parking lot. I was rushed to the ER. My daughter came home to find her grandfather dead in the bed and me no where to be found. The neighbor called the hospitals and found me. You can not imagine what my child went through that day, I still cannot. After they brought me back from death, I battled to survive from my organs failing and was in the hospital for 35 days. Thus making it so the man we tried to escape was thrown right back in our lives. I have been struggling to get back to normal, but I still am unable to work and I cannot get disability because I can not afford the doctors. He has only gotten worse with the abuse since he thinks we have no other choice. He has not worked since February and I am down to my last $10 and every bill is 2 months late. I have tried every organization and program I know of and I just cannot get any help. I may not be able to work out of the home, but I am very artistic and want to start a refurbishing art business and sell all the wonders collected in my parents garage on eBay, but I need money to buy supplies and pay the bills until they take off. I want him gone. My daughter goes to school now online, so I desperately need to keep all the utilities on. 41-Year-old Cancer Survivor Needs Your Help

" I am a 41 year old construction worker who has always paid his
bills on time, until Jan. of 2009. That was the year I was diagnosed
with Kidney Cancer. I am a hard-working, reliable employee who has not
called in sick in over 8 years. That is to say, gotten up in the
morning, and phoned in, unable to work my shift for the day. I would
need to be on my death bed to do so, and have come very close. I
worked for 3 days, moving equipment weighing 50 lbs,with a collapsed
lung. I finally went to the ER when I knew that the crew would manage
without me, and I was in too much pain to even sleep.
Why? Am I an idiot? perhaps. Is it a good work ethic, or fear of
losing my job? a llittle of both. I have medical insurance through my
employer, but it does not cover utilities, food, gas. I still pay $65
each time I see a Dr.,which was often 5 times or more a month until 5
months ago. It does not cover the full cost of my prescriptions,
either. I earn $40,000 per year, on a salary and am blessed when
compared to most others. However, my crewmates think I am nuts for
insisting that I work my scheduled shifts, planning 3 or 4 DR visits
in a day, to minimize my time off. The fact is, that no-one else is
going to pay my way through life for me. I have always been self-
sufficient.
I have troubled over the decision to seek help for years. Do I
deserve it? I think so, but I don't qualify for many programs. Besides
there are those who are less fortunate, who need them more. Do I feel
sorry for myself? NO WAY! I saw the sun rise today, and will probably
be here to do the same tomorrow. But, as much as it pains me to do so,
I can no longer continue without help. I have an $8,000 loan I HAD to
take out, or Rocky Mountain Health maint. Org. was going to cancel
what little isurance I have. I could not keep up with the co-pays, and
uncovered expenses. I have gone without meds that would have made me
feel better, because they were too expensive ($300 0r more per month).
I cancelled DR visits, in order to cut down on my bills. I gave up
fishing, and most camping trips. I earned extra money cleaning cars at
my home on weekends, or doing online surveys for $4 each. I'm a
fighter, I won't quit, but without the proper care, I won't last long
either. I can't sell my 1994 Ford Ranger-it's my only car. I live in a
mobile home, which is paid for, but I am unable to sell or refinance
due to the economy, and lack of a permanent foundation. Both of these
items are in bad shape. Through it all, I have tried to help out those
who are less fortunate with my time, advice, and non-monetary things.
I need help, to pay off medical bills, and enable me to rebuild my
credit. I tore up all of my cards when I got sick, and signed up for
debt consolodation, which did not help, and made matters worse. I am
now being garnished $600 a month for past credit card and medical
bills, going on the second of what would be 5 years to pay off this
debt.
I figured that if I could reach 10,000 people, who would send me
$1 each, I could get the boost I needed. Call me a bum, or a begger if
you wish. Ignore me if you feel I am undeserving of help. I made my
bed and I must lie in it. Hope does spring eternal, and I am praying

Single Income Family Man Needs Your Help Now

We are a single income family of 4. We have no insurance for medical
or dental. We have been struggling the last few months just to keep
our heads above water and haven't gotten to the point where if we
don't get some kind of help, we are going to sink. There is nowhere
and no one that we can turn to, so I am gonna give this a try.

These are the things I need help with. If these things are taken care

I would not be posting this if it were not for my daughter, a 20 year
old cancer fighter who has been sick most of her life. I am risking
ridicule from family and friends for going this route, but my fear
overrides my need for popularity.

We have reached a point where, due to lay offs and ungodly amount of
bills we are on the cusp of losing our house, utilities and we are
struggling to keep food in the house. I have just been hired full time
after years of frustrating contract work and things are looking like
they might start to level out. However, it will be weeks before I see
a check and I already have disconnect and termination notices. We are
in desperate need of assistance to make sure we get through the next
few weeks. We simply will not make it otherwise.

I will not post a specific amount. Needless to say it is substantial
in an economy like ours. I do not want to generate that kind of

Hi my name is Sherri. I have fallen on hands down, without a doubt the
hardest times I've ever had. As embarrassing as this is for me to do I

Every Boy Should Have a Puppy - A Project and a Nice Story

For a loooooong time, I’ve wanted to adopt a puppy. We couldn’t have
one when I was a kid (allergies, parents, etc.), then for a long time
I lived in the city. I know, I know, there are plenty of city dogs and
it’s quite possible to give them wonderful lives, but I just wasn’t
sure my lifestyle would allow for that. Personally, for my ambition
as a dog caretaker, I resolved not to seriously entertain bringing
home a canine companion until I had a fenced yard that he could enjoy
and relax in without being leashed or strictly supervised. Just under
two years ago, I moved into my very first house, with a great big yard
and a nice tall fence. Perfect, right?

Seemingly, yes. At first, the house needed a lot of work. The
previous occupants had kept dogs, but were not terribly responsible
about it. So, there was a lot of rehabbing to be done to floors,
walls, woodwork and carpet. I really wanted to bring a puppy home,
but I had to do it right. Have the infrastructure and resources all in
place, really set us up for success, y’know? The plan was to adopt
near the beginning of summer vacation (I’m a teacher), so we’d have
plenty of time to bond, and train, and acclimate and play and
socialize and... you get the picture. Things were looking good, and
then... I lost my job.

Again, not wanting to leave the door open for failure, Project Puppy
had to be postponed. I have a second (and now a third... and half a
fourth) job, and some savings and other resources, so it’s not like
I’m in real danger of becoming homeless. BUT, taking on additional,
non-elective expenses right now wouldn’t be fiscally responsible.
Unless, of course, I have help; that’s where you come in.

It occurs to me, that oftentimes in the community of dog lovers, that
when someone has a litter or finds a stray or has to move, and looks
to place their pooch in a home rather than abandon them to a shelter,
they reach out to their networks of friends and fellow-dog-lovers. So
often I’ve overheard the phrase, “Ohhh, I’d love to, but...” don’t
have the space/money/time for another dog, the wife/husband/landlord
would kill me, I’ll ask around... I know that many donate generously
to the ASPCA and various rescue organizations, on top of whatever is
spent providing furry friends with toys and treats galore. I thought
that perhaps, some of these dog lovers who have already filled their
own homes to capacity with paws and leashes, might be willing to
contribute to keeping at least one pup out of “the system” and in a
comfortable home; and Project Puppy was born.

If you’ve got the dime, I’ve got the time. The house is in order, the
backyard is all set, I’ve done a fair amount of research and
dogsitting. I’ve got a small network of dog-friends to socialize with
and a reliable de facto sitter if I should ever need to travel out of
town. The last missing piece is the available fundage to provide food,
equipment, vet care, etc. I figure if I can scrape together $1000,
that should be adequate for a years’ worth of normal care. Maybe a
little more, considering the initial outlay of bowls and a leash and a
bed. If you support the cause, and care to throw a dollar or two in
the pot, I’ll squirrel these funds away specifically for this purpose,
and every little bit helps. Like child support, except this child is
kinda hairy and has really harsh breath and I will never ask you for a
paternity test. If you can’t afford to donate, but know someone who
would, maybe you’ll forward them a link so they can come read?

That’s about as far as I’ve thought this web plea through. My owner
taught me not to beg, but I’ve a feeling that if enough people just
read this site, I won’t need to. I’ll keep the site updated with how
close we are to the goal, and hopefully once we succeed, pictures/
videos/updates on the little guy’s progress. Thanks for your time, and

My landlord worked with me for a couple of months, but he is also
having trouble making ends meet. He had other people interested in
renting my apartment, so he said he couldn't help me anymore.

I am now sleeping in my car and washing up at work. I do not mind for
myself, but I am concerned for my baby. I do not feel safe in the car
or in the local shelter.

I am also worried that since I don't have a kitchen to prepare food
any more, I am not able to eat as healthy as I should for the baby. I
applied for the Women, Infants & Children program in my state, and for
food stamps, and those programs are wonderful, but without a
refrigerator and stove, I can't benefit from many of the healthy food
options that they provide. I also applied for housing assistance, but
the waiting list in my area is extremely long.

I am so ashamed to ask perfect strangers for help. I pray every day to
find safe, affordable housing near my work. I am saving the best I can
for first month, last month and a security deposit. I think that one
of my prayers was answered when I found this website.

I met my wife 7 years ago. We immediately fell in love and had an
amazing little girl. We moved to Long Island and I worked 2 hours away
in NYC for 6 years where I got my Masters. I rarely saw my family
through this whole process, sometimes for a week at a time.

After graduation, I got a job in Philly paying $15k more/yr than my previous
job. That was a year ago. I left my family behind while I tried to get
back on track financially since my student loans hit. They had
contract problems and let me go 3 months later. We couldn’t afford the
house so we rented it and wife and daughter moved back to Nashville to
live with my mom. After months of looking for work, I couldn’t afford
the rent anymore and moved back to Nashville again. I found part-time
work there, but was unemployed for 9 months, receiving unemployment
for only 6 of those. I finally got a full time job teaching in
Raleigh, NC. So I moved for the 4th time in a year, leaving my family
behind again until we could afford to move them. My full-time job pays
less than the bills that have built up due to unemployment and
creditors doing auto-drafts.

I am doing everything I can, working freelance on weekends and looking for a second part-time job, but I just want to pay off my bills so that my family can live a normal life for the first time since we met. My wife can't get a job cause no one
will hire her when she's moving away in just a couple months and we
don't have anyone to take care of my daughter even if she did get a
job. My mom can't help out, unfortunately. I’d love to be able to take
a settlement on some of these creditors so our monthly bills can go
away but you have to pay larger lump sums in order to do that. That’s
what I’m hoping to be able to do from this. I just want to get rid of
some of these monthly bills so we can survive on my salary and get my
family here. I haven't seen them since November.

We are a hub for international transportation and digital information. The city’s Climate Action Plan is a model for other local governments seeking to reduce greenhouse gas emissions. World–class attractions like Millennium Park and a highly-acclaimed theater scene have made Chicago a destination for international tourists and local art enthusiasts alike. When many urban areas are in decline, Chicago remains a thriving metropolis, anchoring a wide and diverse region.

We also have many of the downsides of globalization. Our middle class is shrinking, graduation rates in some of our public schools are appalling, and we face a growing crisis to find financing for our public transit and infrastructure projects. Chicago Matters: Growing Forward 2009 will explore the state of our global metropolis. We seek enterprising features that examine the current and future demands faced by the city and the region within a global economy. We are looking for stories that explore the how people are experiencing the successes and stresses of our global existence, under such topic areas as politics, the economy, culture, the environment and infrastructure.

pitch: We are looking for fully researched and reported stories. Pitches should include potential scenes and a list of possible story contacts/voices. Every pitch should also include ideas for additional web content, including proposals for audio-visual slide shows, blog entries, video elements or links to other resources.

Environment Report

Series: The Environment Report is a collaborative effort among 160 public radio stations to create a weekly news-feed of reports about the environment. Each feed contains two to three features, the occasional commentary, and four to five news spots. Every week, public stations incorporate those individual stories into their local programming. For maximum exposure, pieces are designed to be used individually during the "local news" sections of national programs like National Public Radio's "Morning Edition" or "All Things Considered". We won't take stories already broadcast on an NPR program, but stories run locally or on a state network are fine.
compensation: The ER pay scale begins at $40 for wraps and $150 for commentaries. For features, the pay flat rate- $400 for 3:30 - 4:30 minutes. (We pay LESS if we have to do the mix.) You will hear about the story of Dustin Diamond from the popular show, Saved by The Bell. Screetch or Dustin Diamond fell on hard times. He had to declare bankruptcy. He ended creating a website to save his house. On the site, he asked for money.

You will also hear about Karen who had a problem shopping.

There was a woman (due to privacy she has ask us not to mention her name) that received donations of $20,000 in 20 weeks!
Amazingly, the money she was collecting was for her credit card debt, she was not a needy mother or have hungry children!

CBS News: Correspondent Mika Brzezinski reports,
that this woman suddenly found herself unemployed.
Two years of marathon shopping put her debt out of control. "At one point it added up to $25,000," she says.

This lady had an idea: simply ask for the money.
She was literally begging on the Internet for people to help her.

How did she get in such debt?

She ran her credit cards up to the maximum. People from all over donated money so she could pay her credit cards off!

This lady did not have children who were hungry, her home was not being foreclosed, she did not have a horrible illness with hospital bills to pay..... she just had high credit card bills!

Incredibly, people still donated thousands to her cause.
She received donations from .05 cents to $500.00 during that period.

One thing is clear. Paypal is at the heart of the new phenomenon, Internet begging or e-panhandling. It facilitates contact between those who tell their stories or post their requests and those who want to donate. With Paypal, donors can give as little as $1.00 or as much as $1000.

More and more people have a lot of needs and are willing to ask for a helping hand. They go to sites such as cyberbeg.com, donatemoney2me.com, and post2beg.blogspot.com and begslist.org.

The newest way for people to get help with their financial problems is to beg online, or "cyberbeg."

Web sites such as Begslist, CyberBeg and DonateMoney2me.com give people the ability to tell their stories and ask for help. There is no way to know for sure who is scamming and who really needs the assistance, but some of the stories out there are pretty compelling.

The Boston Globe wrote about this national phenomenon, which is also being called digital panhandling:

"Some homeless people now have blogs where they seek donations. There are Web forums where the homeless exchange ideas, sites where people can donate money, and bulletin boards where penniless artists and foreclosure victims ask for cash. There's even a Wikipedia entry for 'Internet begging,' which is one of more than 3 million Web sites listed by a Google search of the term.

"Neil J. Donovan, executive director of National Coalition for the Homeless in Washington, said he isn�t surprised more homeless people are looking for help online, noting how need spurs ingenuity.

" 'When you've hit bottom -- homelessness -- every viable avenue up begins to look good and make sense,' said Donovan, who has learned from his staff, many of whom were homeless, of the growing use of what has been also called cyber-begging and Internet panhandling. 'So in a bad economy, when you combine reduced giving through typical panhandling with computer training for homeless jobseekers, it�s surprising the practice didn�t start sooner. . . . Don't blame them for coming up with creative ways to tread water.' "
The Columbus (Ohio) Dispatch told the story of a cattle rancher who turned to cyberbegging after he got sick and had to sell out at a big loss:

" 'It's very humiliating,' he said. 'I never thought I would be in this position.'

"Lacking options, Wayne Mercier recently tapped an unlikely source of salvation: the Internet.

"Last month on the Columbus and Zanesville editions of craigslist, a no-cost, online-classifieds Web site, and on the New Jersey-based Wishuponahero.com, he pleaded for help of any kind -- a few dollars, a prayer, a meal.

"I feel pretty bad writing all of this to the world, but I just don't know where to turn now, I am willing to return help to someone else in need as soon as I'm able.

"Somewhere in the digital ether, people noticed.

"A woman drove from Columbus to take the Merciers grocery shopping. Another sent a care package filled with toiletries. Someone else mailed a card with $2 enclosed. A jeweler sent Mrs. Mercier a modest costume ring, simply as a pick-me-up.

"Others have donated several hundred dollars through PayPal, which facilitates online money transfers, to help the Merciers pay utility bills and propane costs. It's barely a dent, but it's deeply appreciated.

" 'The people who have reached out with what little they have,' Mr. Mercier said, 'is a blessing.'

"Other central Ohioans, too, are using the Web to seek a helping hand.

"Many go online because they are frustrated with traditional methods of assistance, or because they're unable to procure it. Or maybe they're too ashamed to resort to panhandling."
Las Vegas City Life wrote about the people who are using Begslist and what they're in need of:

"Rex Camposagrado founded Begslist when he was struggling financially himself. Donations from anonymous virtual donors helped him get back on his feet.

" 'Most people who are begging are in financial need,' he writes in an e-mail. 'From single parents to people with medical problems to students who need cash.'

"And a lot of them are Las Vegans such as Dave Lewis, who posted to Craigslist in mid-October after he realized the money in his account wouldn't last the week. He previously used the site to drum up business for his web design company.

"My wife and I just need a little help with food for about 5 days until I get paid ... Please help. I will pay you back or do some website work for you.

"Lewis forgot to mention his daughter. She's 11 years old and severely autistic, requiring full-time care from her mother. She's also the reason he swallowed his pride and asked for help.

" 'My daughter needs love, food, therapy and shelter. Nothing will ever stop me from getting her what she needs. I feel embarrassed when I ask for help, but if I don't, my wife and daughter suffer. My ego is not a valid excuse anymore,' Lewis writes in an e-mail."

According to Daily News, Evangelical pastor Rick Warren's got a new purpose in life: to raise $900K by the first of the year for his struggling church.

Lilly, the last surviving great-grandchild and heiress of Eli Lilly, was a noted philanthropist.

Her donation currently maintains daily radio poetry readings, a poetry professorship at Indiana University and prestigious annual awards.

Lilly, who always lived in extreme wealth, battled with depression for most of her life.

Others report lesser degrees of success raising anywhere from nothing to several hundred dollars per month. But, when you consider how little is being done to earn this money, it's still rather surprising.
A quick look at the website http://www.cyberbeg.com shows this concept in action. A participant can sign up to receive their own page where they tell their story, arouse pity, and solicit donations. Donations are sent directly to the participant's Paypal account. The site bills itself as a site of "hope" for those who are in need of an infusion of cash. This site with it's unique concept has received media attention from a variety of outlets including the New York Times and CNN. Could cyberbegging become big business?"

Michael Arthur of Frederick, Md., says he debated for weeks before placing an ad called "Santa, Are You Out There?" on craigslist:

I'm a partially disabled single father with two young sons, seven and eight. They deserve to get a few nice toys and things for Christmas. They are really good kids. I don't make enough money to be able to buy them anything. … If anyone out there could possibly help me obtain a few toys for my children please let me know. I hate to beg, but I will for my children.

Arthur works at a local veterinarian's office, despite his back problems. But he's had a hard time making ends meet. So he decided it was worth a shot.

Arthur says the bad economy forced him to swallow his pride."
